Administrative and Facilities Management Office

Major Duties:

Reporting directly to the Vice President (Operation and Enterprise), the major duties of the incumbent are:

(a) To develop short-term, medium-term and long-term plans and improvement initiatives on campus facilities to accommodate the Institute’s strategic needs of teaching and research;
(b) To formulate facility management/renovation strategies, administration policies, guidelines and instructions to enhance effectiveness and efficiency of facility utilisation;
(c) To oversee and lead the regular repairs, maintenance, administration and hygiene operations;
(d) To coordinate and negotiate with external vendors and service providers, such as security, cleaning, catering, renovation and maintenance contractors;
(e) To oversee the commercial property leasing and renovation project of the Institute to provide in-town innovative/smart teaching and conference space, leading the project to ensure effective coordination between interior designer, contractors and other stakeholders from space layout to equipment provision and final completion.  These include managing the budget, timeline, design, construction, and any legal or regulatory compliance issues;
(f) To systematically monitor and record the outcomes of the measures for improving the greening and sustainability of campus facilities, including carbon footprint reduction plan, towards the ultimate achievement of carbon neutrality;
(g) To work with the VTC on major renovation projects, if any, for the campuses of the Institute to meet its strategic needs;
(h) To undertake various space administration and project implementation for units, including relocation exercises for offices/laboratories of the Institute;
(i) To attend emergency call and perform typhoon duty; and
(j) To assist in any ad hoc projects or duties assigned by his/her supervisor.

Requirements:

(a) A recognised degree or equivalent in building services engineering or studies, surveying, facility / property management or related fields, preferably with membership of a relevant professional qualification;
(b) At least 7 years’ relevant work experience in a supervisory capacity on administration, repairs & maintenance, facility management functions or similar role of government / public organisations or tertiary institutions;
(c) Proven track record in campus renovation, facility management and development;
(d) Good presentation, interpersonal, communication, time management, negotiation, teamwork and coordination, and team building skills;
(e) Exceptional ability to drive and manage change; and
(f) Good command of written and spoken English and Chinese, preferably including Putonghua.

Notes:

(1) The post is at the rank of “Manager”.
(2) The appointee may be required to perform duties at different sites and outside Hong Kong, and work irregular hours, shifts and on Saturdays and Sundays.
(3) The remuneration package will be competitive and commensurate with qualifications and experience.
(4) The appointee will work at the Chai Wan Campus.
