Prof Toh was appointed as Dean of the Faculty of Management, Hospitality and General Education in September 2020. Prior to that, he was the CEO of the Basketball Association of Singapore.
In 1998, KL started his academic career in Hong Kong Baptist University as an Assistant Professor and course coordinator in the Department of Sport and Physical Education. In 2001, he joined the then Hong Kong Sports Development Board (now Hong Kong Sports Institute) as the Head of Technical Services Division, providing Sports Science and Medicine support to the elite athletes.
Subsequently, KL was head-hunted by the then Singapore Sports Council (now Sport Singapore) to assume various key positions including Director of Sports Management Division, Chief of High Performance Group and Chief of Integrated Projects & China Relations Group. During his tenure, KL spearheaded the US$1.36 billion (NPV) Singapore Sports Hub Project procured using the Public-Private Partnership (PPP) model, the first of its kind in the world.
In 2008, KL founded a sports & leisure consultancy firm catering to both local & international clients, before joining Nanyang Technological University (NTU) Singapore in 2010 to helm several senior positions during his decade-long service. These include Director (Special Projects) in the China Affairs Office, Director of International Affairs Office and Executive Director of the Local Community Engagement Office. He also designed and taught several modules related to performance management and community engagement for senior government officials from China, Vietnam, Laos, Cambodia and the Philippines at NTU’s Nanyang Centre for Public Administration.
Passionate about serving his community, KL has been volunteering actively as a grassroots leader in Singapore over the past 20 years. He was the Chairman of the Projects & Development Committee, Nee Soon Town Council and the Chong Pang Citizens’ Consultative Committee, the apex grassroots organisation in the constituency. For his selfless public services, KL was conferred the prestigious Public Service Medal (PBM) by the President of the Republic of Singapore at the 2012 National Day Awards presentation.
As a sports enthusiast, KL enjoys all kinds of sports, especially Tennis and Table Tennis. He represented Singapore National Youth Table Tennis team in mid-1980s. As an accomplished table tennis coach, his notable achievements include leading Taiwan Chung Yuan Christian University women’s team to the final four of the National Varsity Table Tennis Championship (B Division), the best achievement ever for this university. KL also likes reading autobiographies.
KL holds a Doctor of Philosophy degree from the Indiana University (USA), Executive Master of Business Administration from the National University of Singapore, Master of Science from the Indiana University (USA) and Bachelor of Education from the National Taiwan Normal University.
