Ir Dr LO Wai Kwok, GBS, MH, JP, is Member of the Legislative Council of the Hong Kong Special Administrative Region, representing the Engineering Functional Constituency, and is Chairman of the Panel on Development of the LegCo.

Dr Lo is very active in the community and has served many government organizations, professional bodies and trade associations. He was President of the Hong Kong Institution of Engineers in the session 2007/08 and was a Sha Tin District Councillor for many years. He is currently member of the Airport Authority and the Housing Authority, member of Lantau Development Advisory Committee, the Advisory Committee on the Northern Metropolis, the Advisory Committee on Corruption of the Independent Commission Against Corruption, Honorary Chairman of the Hong Kong Quality Assurance Agency, etc. He is Chairman of the Business and Professionals Alliance for Hong Kong, Founding Chairman of the Hong Kong Green Strategy Alliance, and Past President of the Hong Kong Professionals and Senior Executives Association. He was also a member of the 13th National Committee of the Chinese People’s Political Consultative Conference and a member of the China Association for Science and Technology for multiple terms.

Dr Lo’s expertise and areas of interest cover infrastructure, town planning, environment, housing, technology, industry, education and community service. He has many years of working experience in engineering, industrial management, technology innovation and market, and has held top management positions in multinational technology groups in the past.

Dr Lo holds an Engineering Doctorate degree of the University of Warwick. He is Honorary Fellow of the Hong Kong University of Science and Technology, Industrial Fellow of the University of Warwick, Honorary Fellow of the Hong Kong Vocational Training Council, and Honorary Fellow and Adjunct Professor of the City University of Hong Kong. He was a member of the Council of the City Polytechnic of Hong Kong for 4 years and that of the City University of Hong Kong for another 4 years. He was the Chairman of the Board of Directors of the CityU Enterprises Limited from 2008 to 2021.

Dr Lo was awarded “Ten Outstanding Young Persons” and “Young Industrialist Awards of Hong Kong” in 1992. He was awarded Medal of Honour (MH) by the Chief Executive of the HKSAR Government in 2001, appointed as a Justice of the Peace (JP) since July 2004, granted Bronze Bauhinia Star (BBS) award in 2009, Silver Bauhinia Star (SBS) award in 2015 and Gold Bauhinia Star (GBS) in 2021. He was inducted a member of "The HKIE Hall of Fame" in 2015, and the Honorary Fellow of the Hong Kong Institution of Engineers in 2023.
