Major Duties:
(a) To assist in maintaining a budgetary control system for planning, monitoring, and managing the use of the Institute’s financial resources;
(b) To assist in the formulation, implementation, and review of accounting policies and procedures, as well as financial systems, to achieve efficient operation and effective control;
(c) To re-engineer, enhance, and streamline existing and new systems and processes;
(d) To support the updating of financial projections and the annual fee review exercise;
(e) To oversee the receipt and payment functions of the Institute as it prepares to become a university;
(f) To supervise a team of accounting staff in performing the full spectrum of accounting operations and providing financial management services, including:
(i) Day-to-day accounting functions;
(ii) Period and year-end account closing and preparation of annual financial statements;
(iii) Supporting the statutory audit of annual financial statements;
(iv) Management reporting;
(v) Costing and financial analysis; and
(vi) Cash management.
(g) To assist in providing consultancy and advisory services in the evaluation of business development proposals and the performance of programmes/departments;
(h) To support applications and responses to the University Grants Committee and other funding bodies regarding enquiries relating to research projects under their schemes and audit;
(i) To support finance-related matters arising from new initiatives and programmes;
(j) To support the Pilot Scheme for On-the-job-Training Allowance Subsidy; and
(k) To perform other ad hoc tasks as assigned.
Requirements:
The successful candidate should have:
(a) A recognised degree and a professional qualification of the HKICPA or equivalent;
(b) At least 5 years’ relevant experience at an appropriate level of responsibility, preferably in educational institutions or comparable organisations;
(c) Sound knowledge of accounting standards and good practice in financial management;
(d) A strategic mindset for the formulation of financial policies and the pursuit of process improvement;
(e) High proficiency in Microsoft Office applications and computerised accounting systems;
(f) A proactive, “can do” and service-oriented attitude;
(g) Strong analytical, problem-solving, communication, interpersonal and leadership skills; and
(h) Good command of both spoken and written English and Chinese.
Notes:
(1) The post is at the rank of “Senior Officer”.
(2) Shortlisted applicants will be required to attend and pass a written test.
(3) The appointee may be required to perform duties at different locations, including outside Hong Kong, and work irregular hours, shifts, and on Saturdays and Sundays as necessary.
(4) The remuneration package will be competitive and commensurate with the appointee’s qualifications and experience.
(5) The appointee will work at the Chai Wan Campus.
